The meeting pointed out that the logistics industry is a composite service industry integrating transportation, warehousing, freight forwarding, information and other industries. It is a necessary condition for the development of market economy and plays a fundamental and strategic role. The meeting adopted the medium and long term plan for the development of logistics industry, identified 12 key projects such as agricultural product logistics, manufacturing logistics and supply chain management, renewable resource recovery logistics, and proposed to basically establish a modern logistics service system by 2020, improve the standardization, informatization, intelligence, and intensification of the logistics industry, and improve the overall operation efficiency and benefits of the economy. The meeting stressed that the current construction of a modern logistics system should highlight the key points. First, we should strive to reduce logistics costs. Second, we should promote the scale of logistics enterprises. We will streamline administration and delegate power, support mergers and acquisitions, improve land, investment and financing, taxation and other supporting policies, cultivate and develop large-scale modern logistics enterprises, and form a good situation for the common development of large and small logistics enterprises. Third, we should improve the logistics infrastructure, improve the transportation network, improve the urban traffic management of logistics distribution vehicles, speed up the solution of outstanding neck problems, improve the comprehensive capacity of the logistics system, serve and connect millions of enterprises, and facilitate and enrich the colorful life of the massesthe meeting pointed out that standardizing the tax system and fair tax burden are conducive to creating a good development environment, stimulating market vitality and endogenous driving force, and are of positive significance to stabilizing growth and ensuring employment. The meeting decided that from July 1, 2014, the value-added tax rates of 6%, 5%, 4% and 3% applicable to specific general taxpayers such as tap water and small hydropower will be consolidated into one level, and the tax rate of 3% will be implemented in accordance with the current simple tax calculation method. The tax burden will be reduced by about 24billion yuan for enterprises in related fields every year
